Physical Description: Short, white hair that has two jumper cables hanging from some pigtails. The jumper cables connect to a device (LEAP) connected to her hip. Dresses in loose and comfy clothes.
Personality: Always seems tired and moves lethargically. Heroic and kind, wants to help people whenever possible. Can be a bit dramatic when something is an inconvenience to her and speaks with frequent superlatives. Freezes up when high pressure choices are presented to her.

Moment of Truth: As the Earth shook and the cat walk broke beneath her feet, Mitsuki Hopper froze. Despite having training on earthquake procedure, in the moment she was unable to act. She knew she was dead - the CORE Reactor beneath her had enough power running through its water to power all of Unity City. She didn't know that hitting the water was going to hurt so bad. Pain shot through her back to her whole body followed by her head smashing into the water. But before she could lose consciousness, a massive blast of electricity surged into her. Moment of Truth!
Mitsuki knew she was dead - no one could survive that much electricity running through their body. And now that she was dead, she decided that she could keep her eyes closed and take a break, floating in the warm waters of the afterlife. Unfortunately, her well deserved rest was interrupted by someone calling her name. She tried to ignore it, but wow, they were insistent. Mitsuki relented and opened her eye a peek and too her shock, she was back in the CORE Reactor room. Standing next to where she was floating was her coworker surrounded by a team rescue personnel.
"Oh, hey Stace." Mitsuki said nonchalantly, "I think I died."
Notes: Mitsuki was given the LEAP because the power that runs through her is enough to charge it for a jump and any other method of power is too bulky to be practical. When she uses the LEAP she must charge it using her Energy Well, form a small magnetic field around herself, and break any grounding (usually by jumping). Once she jumps, Jump Start can teleport a small distance, increased by how much energy she puts into the LEAP and magnetic field. She can also teleport others along side her, as long as they are in the field and not grounded.
